El militarismo es el sistema de violencia monopolística del Estado con el propósito de defender y expandir el teatro nacional de explotación (guerra defensiva o guerra de agresión), para poner bajo control nuevos teatros de explotación (guerra colonial) y para reprimir con dureza a las masas populares rebeldes (huelgas, disturbios, revueltas).
En todos los casos, el objetivo es preservar y aumentar los beneficios de las clases dominantes, es decir, la clase enemiga del proletariado.
El militarismo es el último y más poderoso recurso de que dispone la burguesía para mantener a la clase obrera bajo su control y sofocar sus luchas por la libertad. En todos los lugares en los que se ha moldeado un nuevo militarismo en las luchas nacionales o de liberación (Rusia, China), siempre ha rebotado contra los propios trabajadores, porque, por su propia naturaleza, es un instrumento para reprimir a las masas en beneficio de una clase privilegiada y tiene que oponerse a toda libertad.
Por lo tanto, la tarea primordial de la clase obrera no es sólo combatir el materialismo capitalista del presente, sino también acabar con el militarismo como tal. Los mejores medios para combatir el militarismo serán los que mejor se adapten a la mentalidad antimilitarista.
Se trata, sobre todo, de romper la mentalidad del militarismo, la disciplina y la sumisión mediante una propaganda activa, educando a los soldados y minando los fundamentos de los ejércitos para que pierdan su eficacia contra los trabajadores. Los ejércitos voluntarios, los ejércitos blancos, los ejércitos fascistas, etcétera, deben ser objeto de boicot incluso en tiempos de paz.
Dado que el grueso del ejército está formado por trabajadores y que la tecnología de la guerra moderna, en su estado actual, depende totalmente de las industrias bélicas, los trabajadores tienen en su mano detener toda la actividad militarista mediante la negativa a prestar servicio, las huelgas, el sabotaje y el boicot, incluso si esa acción militar la llevan a cabo las tropas blancas.
La mejor manera de sentar las bases aquí y ahora para esa acción de masas es la negativa individual a servir y que el proletariado organizado se niegue a fabricar armamento.
Por encima de todo, el objetivo es frustrar el estallido de una nueva guerra y, para ello, desterrar las principales causas de la guerra y el militarismo mediante la realización de una transformación económica de nuestro actual orden social (revolución social).
Por lo tanto, el Congreso hace un llamamiento a todas las organizaciones afiliadas a la AIT a difundir, por medios prácticos y con efecto inmediato, el rechazo a la fabricación de material bélico. Persuadir a los trabajadores de las fábricas de armamento o de las empresas susceptibles de convertirse en tales, de que la clase obrera tiene el deber de responder a la amenaza de guerra con la amenaza de huelga, de incautar los materiales de guerra y todos los demás materiales que puedan ser utilizados para su fabricación; y de inutilizar las fábricas para el capitalismo.
Las organizaciones afiliadas deben constituir, siempre que puedan, Comités de Huelga General, cuya tarea consistirá en buscar los medios para tomar las fábricas, retenerlas y, en caso de que estén en peligro de ser recuperadas por los capitalistas, destruirlas. Deben buscar también los medios de apoderarse de los centros neurálgicos de la organización nacional; de los centros ferroviarios y de las líneas de ferrocarril, de las minas, de las centrales eléctricas, de los correos y telégrafos, de los puntos de distribución de agua, de los servicios sanitarios y de los productos farmacéuticos; deben tomar rehenes entre la burguesía, los políticos, el clero y los banqueros.
